Though it is also explicitly stated that this would prevent the nation to trade with the Zeons and other merchants that would do so. While it was written that for neutral states that wish to remain neutral. The Earth Federation would be willing to sign a trade agreement with them, though they do not promise technology transfer or military assistance in times of invasion.
